Opportunities and drivers
Total ELT arising continues to increase (despite slight declines in 2020 /2021). This partly reflects increased placing on the market and ELTMA-supported regulations raising producers’ minimum take-back levels to combat free-riding and cherry-picking.
ELT treatment
- Material recovery is continuously increasing due to regulatory changes that raised mandatory take-back rates, combined with improved enforcement and reporting through the ELTMA system.1
- Energy recovery volumes (typically in cement plants as an alternative fuel) remain constant at 20–30 thousand tons per year, although the proportion of tires used for the energy recovery is declining.2
- The level of “unknown” is decreasing because of stricter reporting requirements and better traceability under the 2020 law, along with increased use of the ELTMA collective system, have reduced unclassified disposal routes and improved data accuracy.
